Rohtang Pass Permits : Details, Charges & How to Apply

by Vargis.Khan

rohtang pass permits

One of the biggest hassles for anyone visiting Manali or traveling to Ladakh or Spiti now is the requirement to obtain Rohtang Pass permits. It is a mandatory requirement without which you cannot visit or cross Rohtang either by Bike or Car. Without the permit, no one is allowed to travel beyond the Gulaba check post.

I totally agree with the point of some drastic steps to reduce the increasing pollution level at Rohtang top. But for tourists, there is no other word than “hassle” that describes this rule better.

All the applied restrictions and limitations made traveling on this route a bit troublesome. Ever since its introduction, the actual restriction and the process to obtain the permits have been revised a few times.

This was done to make it simpler for tourists. I am not sure if it did get simple enough yet but below are some current information on Rohtang Pass permits and how to obtain one.

Rohtang Pass Permits

A need for obtaining permits to visit Rohtang Pass is still in effect for all types of vehicles, including motorcycles. Last year there was a lot of confusion around whether motorcycles were exempt but the fact is that they are not.

Even if you are traveling on a motorcycle, you still need to obtain the permit before going towards Rohtang top.

Travel Permits & Tourist Permit

Permits are further broken into two categories. One applies to vehicles traveling only until Rohtang Pass and returning to Manali the same day. This one is called Rohtang Pass Permit or Permit for Tourism Purpose.

The other one is issued to vehicles crossing Rohtang Pass to get to the other side, towards Spiti or Lahaul valley. This one is called Beyond Rohtang Pass Permit or Permit for Travel purposes.

For tourism purpose permits, a daily limit of 800 petrol vehicles and 400 Diesel vehicles is in effect. If you are visiting Manali and would like a short visit to Rohtang, this is the permit you need to get.

There is no vehicle limitation for permits for travel purposes. If you are traveling to Ladakh or Spiti via Manali, this is the permit you would need to obtain.

No permits are issued for Tuesdays as Rohtang Pass remains closed for maintenance work on this day and out of bound for tourists. This however only applies to Tourism permits, not travel permits. People intending to travel to Ladakh or Spiti can travel on Tuesdays as well.

Vehicles coming from another side of Rohtang towards Manali are also not affected by this restriction. There is no permit required to cross Rohtang from Lahaul or Spiti side.

lahaul valley

Check Post at Gulaba

Barriers will be set up at Gulaba with a computerized system to verify the permits. For example, if you obtained a permit to cross over Rohtang but tried to use this permit to just visit Rohtang top and come back to Manali, you will be caught at the Gulaba check post while returning.

Please do not attempt this.  There will be barriers on both sides of Rohtang Pass recording the entry and exit of permits and vehicles in a computerized system.

Vehicles found in violation of the above law will be fined and black-listed.

Permits at SDM office, Manali will be issued all 7 days (yes on Sundays too).

Rohtang Pass Permits for Bikes / Motorcycles

As I mentioned above, motorcycles are not exempt from this rule. If traveling on a motorcycle, you will need to obtain an undertaking certificate from the SDM office in Manali. There is however no fee applicable for motorcycles.

Rohtang Pass Permit Charges

All vehicles will be required to pay a sum of Rs. 500 as permit fee and Rs. 50 congestion charge, so a total of Rs. 550 per permit.

Buses and Heavy motor vehicles will have to pay Rs. 100 for congestion charge so a total of Rs. 600 per permit.

These charges are however applicable only for tourism purpose permits. For traveling beyond Rohtang (travel permits), you will only have to pay a congestion charge of Rs. 50. There will be no refund if you do not use or try to cancel your permit.

How to get Rohtang Pass Permits

There are two ways to obtain a permit. One is from the SDM office Manali and the other is to get it online. No matter how you apply, this permit is available on a first-come, first-served basis.

Documents required for Rohtang Pass Permits

In order to get a permit for Rohtang La, you will need to produce your pollution under control certificate, your vehicle’s registration certificate, and your driving license. Your vehicle should also not be over 10 years old or else you will not get the permit.

If you can reply to me regarding my doubts it would be really great full.

1) I am going to Rent One Self Drive Car which has number plate as Yellow and Black. The Car will have Number plate of another state then Himachal Pradesh.
For example of Delhi. So am I eligible to take the permit online from the website?

2) On the website there are 2 types of permits showing one is for Taxi’s for tourism vehicle and second is Special Permit for private vehicle. So have Private vehicle and only I would be driving personally but as its number plate would be yellow black so under which category I can take permit?
Or Permit Under both the categories would be valid with no issues at all?

Are you applying for Rohtang Permit or Green Tax?

A friend of mine has a HP registered car. using his car number, I just tried applying for Rohtang Permit and it worked; took me to the page where payment is supposed to be made.

Correct.. But I thought that Rohtang Permit is only for people going to Rohtang and coming back from there only.. For people going to Leh, only Green Permit is to be taken.. I think I am a bit confused

Reply
Vargis.Khan July 22, 2018 - 7:02 pm

Green Tax – Everyone pays this while entering Manali except for vehicles registered in HP
Rohtang Tourist Permit – If you just want to go to Rohtang and come back the same day
Beyond Rohtang Permit – If you want to cross over Rohtang and go towards Spiti or Ladakh

I hope that clarifies

No, not required

Hi vargis, we r 4 people planning to travel leh from manali on 16th sept. We are planning to book a taxi from manali to leh (one way). Does such taxi already have these permit or we will have to arrange for it. And how much will they charge for journey along with the permit if they do so.
If you have any contacts please share.

Reply
Vargis.Khan July 13, 2018 - 1:33 pm

Hi Praveen – I do not have any contact but the drivers usually arrange this permit themselves because the vehicle is registered in their name. Just make sure that you have that conversation with the driver and set the expectation.

But from ur posts, it seems that even Himachal registered vehicles need permit to cross Rohtang for going to Leh… Can u please provide some clarity on this.. What’s the rule position for Himachal Registered vehicles?

Bhai In terms of all the unrest in Kashmir, it is OK to go to be honest. Situation there remains like this always and people still visit nonetheless.

In terms of weather however, I would advise you to not head there. Flood alert in Jhelum is still on and even the Jammu – Srinagar highway is experiencing landslides. Best would be to delay your trip by a couple of weeks.

On a side note though, going to Ladakh in a Sedan and that too a 2004 model? I would not really advise that even if the weather was OK.

Pritam June 26, 2018 - 6:38 pm

Hello Vargis: While travelling to Leh from Manali – in addition to Beyond Rohtang Permit , is it mandatory to pay off Green Tax charges also for vehicles which are HP & non-HP registered or only the former permit is enough to show at Gulaba check-post. Any leads on this would be highly appreciated.

Thanks,
Pritam

Reply
Vargis.Khan June 27, 2018 - 1:21 am

Hi Pritam – The green tax would have to be paid as you enter Manali and then you will obtain the Rohtang permit. So yes, you will have to pay both these charges.

Hello Vargis,

It’s really a nice place to get our queries clarified by an expert. We (5 people)are going to Leh, for which we have to take Beyond Rothang Permit. While applying I hadn’t opted for leh(Basically by default it was Udaipur). So as a result a permit has been raised for Udaipur for that Our Vehicle. Can we revert it or update the location.
It will be very helpful if you can show us some light.

Thanks in advance

Samar June 20, 2018 - 6:49 am

There is a bit of confusion. Can you clarify Vargis Bhai-

1) I am quoting from your write up –

Rohtang Pass Permits for Bikes / Motorcycles
As I mentioned above, motorcycles are not exempt from this rule. If traveling on motorcycle, you will need to obtain an undertaking certificate from SDM office in Manali. There is however no fee applicable for motorcycles.

Rohtang Pass Permit Charges
All vehicles will be required to pay a sum of Rs. 500 as permit fee and Rs. 50 congestion charge, so a total of Rs. 550 per permit.

Please clarify about FEES/Charges related with Motorcycles only for BOTH Rohtang and Beyond Rohtang Permit.

2) This 10 year old Vehicle restriction rule is applicable for Motorcycles as well ?

3) If the answer to 2 is yes then is there any alternative way to cross Rohtang ? ( Not via Kaza )

Will be of great help

Reply
Vargis.Khan June 20, 2018 - 3:11 pm

Samar Bhai,

1. Permits are required for motorcycles as well but they don’t charge Rs. 500 for it. Bikes are just needed to pay the small congestion fee.
2. Yes the 10 year rule is applicable for motorcycles as well. If you want to go to Ladakh, then why not go via Srinagar and return via Manali? This rule is not applicable if you are coming from Leh to Manali. Another alternative would be Dalhousie – Sach Pass – Udaipur – Keylong route.

We are leaving haryana on 18 June. We have personal car ETIOS of diesel.
1.As 19 June is Tuesday, We have to cross rohtang on 20 june. Which permit we should apply and when we can apply(date& time). As website is not showing dates 19,20… today. It is showing till 18.
2- Is diesel Etios(2013 model) is Ok to enjoy this trip?
3- By which time in morning we should leave hotel on 20june to enjoy rohtang and then cross it and make our way to leh?
4-Suggest us best places to stay overnight on Leh Manali Highway.
5-How much fuel we should carry from manali to reach Leh?

Reply
Vargis.Khan June 13, 2018 - 4:05 pm

1. Permits may already be sold out for 20th. Try for 21st and see if that works. No other way.
2. Yes Etios will be fine but low ground clearance could be a problem at water crossings.
3. Leave as early as you can to avoid traffic at Rohtang
4. Do Manali to Jispa, Jispa to Pang and Pang to Leh
5. Get a tankful done at Manali, then Tandi and you will be OK.

We will be travelling to kaza from manali by public transport (bus). My queries are.- 1 Firstly does it require rohtang pass permit if we travel by state transport bus? 2 if yes, how can we get it prior to our journey? 3 We have been searching many fixed departure dates tour packages, but they don’t match with our schedule, so sightseeing in kaza and near by can be done on our own, like on the spot type? Please suggest. 4 regarding the taxi services in kaza to reach nearby places, can it be done?

Reply
Vargis.Khan June 7, 2018 - 11:12 pm

1. No, the permit is needed for a vehicle, not per person. If by Bus then there is no need for any permit.
2. No need for any tour packages. Just reach Kaza by Bus and rent a bike there for local sightseeing.
3. For renting bike or taxi in Kaza, please contact Jamaica at 9418200183. In case you are not able to reach him, then leave a message on watsapp and he will call back.

Hello Dear Varghis,

Thanks already for so many insights about Himalayan Kindom.

I have following queries, if you may throw some light on and suggest accordingly.
A) Will be in Manali from 20th to 24th June’18 with my wife and 8 years old son.
Is it advisable to do Rohtang pass on a bike with both of them…?
I am an experienced rider but just wanted to know if people do it often…actually concerned for the kid.
Riding the bike to Rohtang is always THE THING TO DO & will save us from getting stuck in the traffic.

B) I will have my elite i20 petrol (2017 model) at my disposal. Should I drive it to Rohtang instead.
Should I get Special Rohtang pass permit or the regular Rohtang permit..?

Regards,
Vikram

Hello Vikram – I will not recommend traveling to Rohtang with three people on a motorcycle. Yes, a motorcycle will save you from the hassle of traffic jams but with your son on it, I will still recommend that you bring your car along. It is my opinion though. If you still want to ride a motorcycle, then I will suggest that you rent a 500CC Enfield. Do not go for a Thunderbird or Himalayan.

Also , I will be travelling with my 2 years old kid, hope there are no age restrictions for the kids?

Hi Manavi, You will not get the permit if the vehicle is older than 10 years so no, you cannot bring it to Ladakh. No issues bringing your kid but keep an eye out for any signs of discomfort. If the child acts a bit irritated, then it could be because of high altitude in which case, you should start to climb down to Manali immediately.

Dear Vargis, All information provided in various blogs here are very useful. Me (23) and my brother (18) are planning for a road trip to spiti valley starting from Manali. 1. My brother doesn’t have driving license yet. So is there any restriction on permit allocation because of him having no driving license? 2. I had been to manali earlier, but this will be our first road trip. If we hire a bike from manali, will we be able to have round trip? (manali-kaza-shimla) or we will have to return bike at manali itself? 3. Since this is our first road trip, which route will you suggest? We are planning to start from delhi on 10th june and return by 20th.

Hi Abhishek,

You will not get a motorcycle without a permanent DL so you will have to keep your brother as a pillion rider. If you rented from Manali, then you will have to return the bikes in Manali itself. If you return at Shimla, they will charge you about Rs. 10000 to Rs. 15000

Thank you Vargis. So may I rent a motorcycle based on my permanent DL? Brother being pillion rider is allowed throughout the ride?

Hi Vargis. What a fantastic blog/website yours is. It should literally be made official site for seeking information about Lahaul/spiti. Keep up the good work. I need your advice on this. We are two brothers, planning to travel Chandigarh – Shimla – Kaza – the various passes – Manali – Chandigarh. From 9 june to 17 june. Hoping to have kunzum pass open by then .My first question is that is it safe for just two of us to travel ? Or should there be a group just in case there is some emergency ? Should we take a car or a bike with us ? We would have preferred bikes but being just two in the group deter us from doing it, besides the fact that we don’t really want to travel with all those gears and bags and equipments. A car seems more comforting just in case there is a breakdown. Thirdly how busy are the roads aafter reaching spiti valley ? Would there be some help available in case of car breakdown or a medical emergency ?

Hi Prashant Bhai,

Thank you for your kind words. I really appreciate it.

1. The routes are all open already so you are good to go.
2. It is quite safe to go for two people. Lot of people even do it solo.
3. It really depends on which car you have. If you are talking about a SUV with high ground clearance then yes, it will be more comfortable for the trip. Both bikes and cars have their own pros and cons and it really boils down to your own preference.
4. Not much of tourist traffic brother. You are traveling early in the season so it will be even less. But yes, local shared taxis do ply on the route so in case of a breakdown, you still have a hope to get get help.

If I obtain the permit for Rohtang pass and beyond by paying the congestion fee ( Rs. 550 in total ), do I still have to obtain the SDM permission to pass the Keylong checkpost or would the online permit be enough?

Dear Sir,

Very good website Vargisji. Lots of useful information. Have this questions in mind about visit to Rohtang pass. We are visiting Manali on 18th May and planning to visit Rohtang pass on 19th or 20th.

1. We would like to see good snow for our kids to play. I have read in the blogs that the snowfall was very less this year. So is it enough that we visit Rohtang pass for a day trip. Or shall we go till Keylong and stay there for a night.
2. We will be travelling to Manali in a Taxi having Punjab registration. Can we go to Rohtang/Keylong in our car after obtaining online permit? I am worried that HP taxis will create some problem.

Thanks in advance!

Vargis.Khan April 30, 2018 - 3:59 pm

Hello Mr. Aggarwal,

1. If you want to see plenty of snow than I will recommend that you go to Keylong for a day and return the next.
2. Yes, there is word that Manali Taxi Union is creating problem this year. You may be asked to rent a local cab from Manali itself for the purpose.

Reply
Vinod Alva April 26, 2018 - 7:07 pm

Hi Vargis,

I was enquiring outstation cab service from NCR to Rohtang Pass, they mentioned that taxi union in Manali/Rohtang will not allow their cab and we need to hire local taxi. Is that true?

Secondly, if I plan to get there using self drive rental cab (with DL registration), will they create similar trouble?
I know this happens in Leh. Is it true in Rohtang pass? Please confirm.

Thanks
Vinod

Hi Vinod – I have so far not heard this about Manali but I will not be surprised if it gets true this year. Much like Leh, Taxi mafia may become a reality in Manali as well. Right now they are fighting amongst themselves; taxi and bike rental unions; and who will rob the tourists more.

Dear Vargis Bhai,

I am in manali from 5th to 8th May,2018(4 nights). 5th (Sat), 6th (Sun), 7th (Mon) and 8th (Tuesday).
I want to visit Rohtang Pass. I have been following your blogs and find it very informative. I want to understand the following:

1) If i travel on VISITOR PERMIT to travel only upto Rohtang Pass from Manali and back, then what is the permit required? I will be hiring a taxi from Chandigarh. WiIl they help me in obtaining the permit? Once the permit is obtained, can I reach Rohtang Pass in the same vehicle or I should obtain the vehicle from the taxi union people?? If it is from the union, then how much they charge per person to visit Rohtang Pass? I am sure there will be huge crowd to enter and Tuesday will be closed.

2) To avoid the above, if i travel from Manali and halt at Jispa for a night, then should I take a TRAVEL PERMIT? If I halt at Jispa, can i travel to Rohtang Pass and enjoy the various snow activities there like skiing, snow scooter, mountain bike etc at Rohtang and halt for 1 night at Jispa?? Next day I can return back to Manali. If this is the case, can i avoid the crowd to Rohtang Pass ??? Also can i travel to Jispa on 8th Tuesday and still enjoy the snow activites in Rohtang??

Please clarify.

Prakash Bhai, If you want to travel till Rohtang top then take the travel permit, stay at Keylong or Jispa and return to Masnali the next day. Traveling on tourist permit, you will only go till snow point and not Rohtang top. Chandigarh rented taxis willl nnot be able to help you with permits unless you rent one from Manali and pay him extra.

2. If it is the case then, If I take beyond Rohtang permit and go till khoksar and come back same day without stay. Is that within the rules or I need to stay for a night atleast.

3. and If I take beyond Rohtang permit, Am I allowed to stay at rohtang top for 2-3 hours or we just have to travel straight.

Hello Bipin Bhai,

This is because people started misusing “Travel Permits” for just visiting Rohtang Pass. The tourist permit doesnt allow you to go all the way to the top by your vehicle however by Travel permit, you can cross all the way to the other end. If this is how you want to plan, then I will suggest you plan for 2 days. Take a “Travel Permit”, cross Rohtang, stay at Keylong or even better, camp at Jispa and return to Rohtang the next day.

With a travel permit, you can take as many breaks as needed and spend as much time as you want to.

There is no set procedure for refund. You would have to contact the authorities again and continue following up until you get the refund.

which is the best way to travel to solang valley from manali?Do we have to book car or there are other transport also?what will be the cost?

Reply
Vargis.Khan November 13, 2017 - 4:59 pm

You can book a private cab which will be the best choice. Other transport can be shared cabs running locally but do not depend on those.

vikram pradhan November 15, 2017 - 3:12 am

On what basis do they charge??per day basis or per trip??if either of these two is possible then how much do they cost approx for per km??Let for eg: from manali bus depot to solang valley??
thanks in advance for providing the above information

charges for taxi…like do they charge overrated?like from manali bus stand to solang valley by a private booked taxi??and what will be the charge if i take shared cabs running locally?

Vargis.Khan November 16, 2017 - 5:55 pm

It depends really. Ideally the charges are between Rs. 2500 to Rs. 5000 per day for a private taxi but in peak tourist season, they even charge as much as Rs. 12000 – Rs. 15000 for a trip to Rohtang Pass. It depends on your negotiation skills. I am not really sure about the shared cabs and how much they charge, sorry.

Do we also need permit for Bicycle or Cycles to cross rohtang to get to leh ?

Reply
Vargis.Khan November 6, 2017 - 3:51 pm

No permit is needed if you are traveling to Rohtang on a bicycle. These are only needed for vehicles running on petrol or Diesel. The idea is to control the number of these vehicles, reduce the emission levels and preserve the Rohtang eco.

Hi Vargis,

Information provided is really helpful and i planned my trip accordingly..I am planning to visit manali on 30th sep and chandartal lake on 1st oct (one night stay) and back to manali on 2nd oct.
Having some doubts:
1)Are non-hp taxis allowed to visit rohtang pass and beyond(chandartal lake) with valid permits
2)Are non-hp personal cars allowed to visit rohtang paas and beyond with valid permits

also temperature in chandartal is in -ve at night on 1st and 2nd oct,so is it advisable to spend a night there..

Thnx in advance..

Reply
Vargis.Khan September 28, 2017 - 2:57 pm

Hi Ashish – Anwer to both your questions is a yes. As long as you have all the valid documents and permits, you are free to take the non-HP vehicle. Yes, right now temperature at Chandratal dips drastically at nights but you will be provided with proper bedding to keep you warm at the camps, nothing to worry about. Look for Jamaica’s camps at Chandratal and stay with him. Give my reference and he will take good care of you at a discounted price.

Hello Vargis,

Thanks for such a nice info. I have some doubts. It would be really helpful if you could clear them.

1. Can we go by private car to rohtang with valid permit?
2.On the following website http://admis.hp.nic.in/ngtkullu .There are 2 options one for Rohtang Pass Permit and other Special Rohtang Pass Permit (Permits to Visit Rohtang Pass for Private Vehicle Only) which one should i apply for if going with private car.
3. Another thing that i came to know that one can only go till Marhi which is 16 km prior after that non-hp number vehicle is not allowed.

Are there any sort of restrictions ( like the number of permits issued for visiting Rohtang) for permits being issued for travelling “beyond Rohtang ” ?
What i mean is unlike the first one this is easily available right ? I mean I don’t have to have to be ready at midnight before 2 days as the slot opens worrying that there are limited permits? I can easily get the “beyond Rohtang” one right?

Hi Vignesh – Thank you for your kind words brothers. I am glad that the information was of use.

When you enter Manali, there is a fee that you will pay which I believe covers the green tax. Then you will need to get the permits for Rohtang as I described above. Nothing else, this is pretty much it.

Hi Vargis Brother.
i am coming on 24th june by my own car, i am planning to hire bike , so i have to take the permit for rohtang pass for bike?
and if i plan to go beyond rohtang like keylong so same day return is possible , i mean is there any restriction that we cant come back same day.
and if i cant get permit online then it can be easily get from SDM office, or i have to wait in the line for 3-4 hrs?

Reply
Vargis.Khan June 12, 2017 - 7:12 pm

Hi Hardik – Yes you will need permits for rented motorcycles as well. Best to check with the rental agency if this is something they can keep arranged beforehand. Returning same day from Keylong can be a problem. A big problem actually because the authorities decided to restrict the number of vehicles crossing Rohtang only due to people taking the cross-over permit for visiting Rohtang. Since there was no limit for cross over permit but a daily limit for visiting permits, people started to misuse it. For getting permits at SDM office, you will have to submit documents before 1 PM and then go back and collect permits between 3–5 so yes, it will be a time consuming process.

Hi Vargis. Thanks for your detailed explainations. Its really helpful. I just want to confirm below understanding

If you are travelling to Spiti from Manali in Self drive car like Zoom car or Myles – Non HP. You have to pay only congestion charge online http://admis.hp.nic.in/ngtkullu/BeyondRohtang/InformatoryScreen and can be bought in advance of 2 days from journey.

Regarding Green tax of 300 rupees while entering Manali. Below link shows validity of 7 days. So if i come back to manali from Spiti after 7th day. Do i need to pay again 300 rupees for entering Manali ? Is it correct understanding.

Hi Khan Bhai!

Back again with a new set of questions (Please take time and answer all of them with patience):
Before that little info:
– I will not be taking my personal bike as I had planned earlier. I will go to Manali and rent a 500cc RE
– Will begin to Leh on 14th June

Now questions follow:
1. We both will start our journey from Manali on 14th June at 5AM on Manali-Leh Route. Can we reach there early and wait at the checkpost until 6AM?

2. We are going to Leh through Manali – Kothi – Marhi – Keylong – jispa – ‘ETC’ – Leh route.
So I will be needing a BEYOND ROHTANG PERMIT worth 50 INR. Now will I be able to visit Rohtang pass also with this permit? (SINCE ROHTANG PASS IS ON THE SAME ROUTE)

3. Is there any limit of vehicles per day for BEYOND ROHTANG PASS?

4. People who take ROHTANG PASS PERMIT and people with BEYONG ROHTANG permit, both travel on the same route right? or is there a different one at Rohtang or some point?

5. Are there any chances of the route to be opened by 14th June?

Awaiting your quickest reply!….

Mazhar Bhai – Depending on the bike you rent, daily rent will be around Rs. 1500 per day. Your biggest expense will be the transportation cost that they will charge you for leaving bikes at Manali. It will be around Rs. 15000 extra, apart from the daily rent.
